Thein Sein

State level

  1. Bilateral ceasefire
  2. To reside in areas designated and agreed by both sides
  3. Non-movement with arms outside designated areas
  4. To set up liaison offices at suitable locations (without arms) agreed upon by both sides
  5. To form an official delegation to negotiate with the Union Level Peace Negotiation Team and agree upon date, time and venue for the negotiation

Union level

  1. Not to secede from the Union at any time
  2. To agree with the principles: Non-disintegration of the Union, Non-disintegration of National Solidarity and Perpetuation of the National Sovereignty
  3. Cooperation in economic and development programmes in accordance with law
  4. Cooperation against drugs
  5. To set up parties and enter elections
  6. To amend the constitution within the Parliament in accordance with the consent of the majority
  7. To enter the legal fold for good in order to establish lasting peace and to reside, move, work and live in accordance with the constitution
  8. To agree upon transformation into a single military organization in accordance with the constitution
