Officials from the Karenni State Consultative Council (KSCC) and the Karenni State Interim Executive Council (IEC) have stated that the all Military Council administrative operations have ceased, not only in the capital of Karenni State Loikaw, but everywhere in the entire state..
Operation 1111, initiated on November 11, has seen ground conflict persisting until November 28.
U Aung San Myint, the chairman of the Karenni State Consultative Council (KSCC), has stated that the administrative operations of the Military Council have ceased not only in Loikaw Township, but also across the entire state.
"Their administrative system has been inactive for an extended period, even before the attack on Loikaw Township. We now have control over more than 65 percent of the area. Presently, the Military Council's presence is confined to their battalions in the town, rendering their administrative, legislative, and judicial activities inoperative. The primary objective of this operation is to completely dismantle their administrative system," explained U Aung San Myint, the chairman of the Karenni State Consultative Council (KSCC).
It is reported that a significant number of employees from various departments under the Military Council in Loikaw Township have fled the conflict zone. A resident of Loikaw mentioned that all the departmental offices in Loikaw Township are currently empty, with no staff present.
"The schools are shut. The offices are also closed. People are afraid to engage in activities anymore," remarked the resident.
U Banyar, Secretary-2 of the Karenni State Interim Executive Council (IEC), also stated that “Operation 1111 remains intense, leading to the closure of nearly all departmental offices in Loikaw Township. There is no functioning administrative system whatsoever. The military is treating Loikaw Township as a battlefield. From our understanding, they have dug trenches, constructed bunkers, and are firmly stationed in various buildings.”
Khu Plu Reh, the General Secretary of the Karenni State Interim Executive Council (IEC), stated that the military's administrative mechanism has ceased after Loikaw, the state's capital, transformed into a war zone. "we can confirm the cessation of the Military Council's administrative mechanism in Loikaw Township. The main factor is the ongoing battles that have turned the town into a war zone. The result is that the Military Council's administrative mechanism in Loikaw Township is no longer operational.”
As of now, clashes persist between the Karenni revolutionary joint forces and the Military Council troops across seven townships, namely Demoso, Hpruso, Bawlakhe, Hpasawng, Mese, and Shadaw, including the capital of Karenni State, Loikaw.
In the ongoing battles, rescuers on the ground report that over 60 civilians were killed, due to artillery shells, airstrikes by the Military Council, and shootings targeting pedestrians.
The defense forces and rescuers are actively involved in the ongoing evacuation of the remaining people in Loikaw Township.
