The victims were identified as Tun Thein Maung (28), son of U Pu Tun and Kyaw Aung (27), son of U Hla Shwe. Both are from the port of Rambre town.
 
On May 10, after 9 am, the two youths went to the polling station of ward No. 4 to cast their vote and took ballot papers for their family members after signing on the voters list. They cast "No" votes  on all the ballot papers and wrote on the ballot papers asking their parents and village elders not to come to the polling station and if they did come,  to cast "No" votes. They left after leaving the ballot papers near the ballot box.
 
Later, the authorities became aware of the incident, and informed to the police. But, the duo managed to flee. They reached one of their friend's Maung Win's, home in Thay Chaung village, two miles from the Rambree Town . They were sleeping after having food, according to a village elder.
 
On being tipped off the Rambree Town police went to the village on May 16, at about 9:30 pm and arrested them and brought them to the Rambree police station. They are in police custody and the relatives are not being allowed to visit them. According to their parents, the fate of their sons is not known to them.
 
The duo planned to go abroad but they were stranded in Arakan because of bad weather conditions and communication problems helping the police to arrest them.
 
The ruling military junta had announced that if any body disrupted the referendum process she or he will be imprisoned at least for three years.
