Ethnic Revolutionary Organizations and Nine State/Ethnic Representative Councils Unite to Strengthen Future Federal Democratic Union

Ethnic Revolutionary Organizations (EROs) and nine state/ethnic representative councils jointly issued a statement announcing their commitment to working together to strengthen the future federal democratic union on 19 September.

Nan Moh Moh, spokesperson for the statement said: “In a joint statement, EROs and nine state/ethnic representative councils outlined their strategy for establishing a federal democratic union, emphasizing a bottom-up approach that starts with strengthening the power of the states to enhance the union.”

Following extensive discussions, EROs and nine state/ethnic representative councils have successfully formulated a consensus on a bottom-up federalist approach, outlining the necessary steps to strengthen the power of the states to enhance the union.

In the announcement, they affirmed their commitment to strengthening state governance as a foundational step toward establishing a federal democratic union. They highlighted that this bottom-up approach will commence during the revolutionary period and will be pursued collaboratively among their groups.

According to bottom-up federalism, (a) the ultimate power holders are the people within the states/federal units, and these units are based on equality and self-determination. This system is founded on the principles of equality and self-governance, and it advocates for the decentralization of power based on sovereignty, unity, and a proportional distribution of power.

They also discussed and established procedures for continuing coordination among the revolutionary groups to implement bottom-up federalism, focusing on strengthening state governance as a foundation for the union.

Nan Moh Moh said: “The initial coalition consists of nine groups, there are plans to expand it to include other organizations representing various regions, states, and ethnic groups. When we refer to these remaining groups, we mean those based on specific regions, states, or ethnicities. The formation of these groups is driven by the aim of strengthening state governance, regional development, and ethnic empowerment. We will continue to work towards bringing these groups on board, and we will also maintain ongoing collaboration between states and the union.”

EROs and nine state/ethnic representative councils have stated that they will work together to implement these agreements and processes to strengthen the future federal democratic union.

The statement was released by the EROs and nine state/ethnic representative councils, including the Chin National Front (CNF), the Karen National Union (KNU), the Karenni National Progressive Party (KNPP), the Karenni State Consultative Council (KSCC), the Pa-O National Federal Council (PNFC), the New Mon State Party(Anti-Military Dictatorship) (NMSP-AD), the Mon State Federal Council (MSFC), the Ta'ang Political Consultative Council (TPCC), and the Women's League of Burma (WLB).
