The principals designated sovereign power, equality, and self-determination, among others, as important points for discussion. Officials reviewed them during the Chin National Conference in Hakha, the capital of Chin State, from 12 to 15 November. There was some debate over the details of some specific wording in the document, but this was deferred to a later discussion.

The Chin National Conference aimed to bring together those of Chin nationality from both Chin State and across Myanmar. Aside from discussions of constitutional issues, participants reviewed topical issues such as educational policies and resource management. Speakers of note included Victor Biak Lian from the Euro Burma Office, Dr. Ro Ding from the Chin Forum, and Zo Zam from the Nationalities Brotherhood Federation.
