The Union Bills Joint Committee report was presented by MP Tin Mya to the Parliament during the Seventh session of the first Pyidaungsu Hluttaw (Union Parliament) held on August 8. Speaking on the issue Tin Mya, said that the Joint Committee analyzed implementation-work reports for the National Plan and the Union Budget for the second half of the fiscal year 2012-13 (October 2012 to March 2013).

The report also states that the growth rate of Kachin State is the lowest in the country. Furthermore, Mandalay and Irrawaddy Regions could not meet growth rate targets.

Tin Mya added that Naypyitaw, Yangon, Magwe and Sagaing Regions performed well and exceeded their target growth rates. Naypyitaw achieved the highest growth rate.

The Union Bill Joint Committee pointed out that the Union government should focus on equitable development of different states and regions. The Government should ensure equal growth throughout the country.

The Joint Committee further stressed on the necessity of timely submission of half-yearly fiscal reports by government in various states and regions. The submission deadline for the first half-yearly fiscal report should be no later than November.

In preparing fiscal reports, the state and region governments have not taken into account financial data of all the departments operating under them. Therefore, the reports were incomplete. The regional and state governments should ensure that they include the missing facts and figures in reports that are submitted thereafter, he added.
