Maungdaw, Arakan State: Nasaka Director Lt. Col Aung Gyi has been using many kinds of methods to extort money from Rohingya community in northern Arakan by using his collaborators and are pushing Rohingya community into poverty, said an elder from Maungdaw Town preferring not to be named.

“Abul Alam( a) Khin Maung Than(40), son of Serazul Haque, hails from Myo Ma Kayandan village tract, Ayas( 35), son of Dil Mohamed, hails from Paung Zaaar village tract, Zubair, son of Molana Mohamed Sidique, hails from Maung Nama village tract, Kamal, son of Mohamed Hussain, hails from Ward No.2 of Maungdaw Town, and Sayed Alam hails from Kyauk Hla Gaar village tract; are main collaborators of Nasaka Director.”

In Buthidaung Township, there are also Nasaka collaborators connections with Nasaka sector No.9, said a local trader from Buthidaung Town.

The Nasaka Director arrests local Rohingya people in Maungdaw Township through his collaborators. The collaborators have village agents to collect information regarding the local villagers who make a list of the villagers, rich or able to pay money when they will arrest and threaten. The list is passed step by step to the Nasaka Director, said a businessman from Maungdaw north.

“After scrutinizing the lists, Lt Col Aung Gyi orders to the Nasaka sectors commanders of (Nos. 1 to 8) to arrest the villagers creating false and fabricated cases against the villagers. The Nasaka sectors commanders again order to the local Nasaka out-post camps or themselves go to the village to arrest the local villagers.”

“The Nasaka personnel go to the villages at night to arrest the villagers while they are going in sound sleep. After arrest, they are brought to the Nasaka sectors commanders’ office or set free some of the villagers on the way that pays money what the Nasaka demands from them. Who are brought to the Nasaka sectors commanders’ office; they are detained in the camp at least one week. At that time, the detainees are half fed, tortured and threatened to get confessional statements.”

After one week, if the Nasaka sectors commanders’ office do not get money from the arrestees, are sent to the Nasaka Headquarters of Gyi Gan Pyin where the Nasaka Director Lt Col Aung Gyi is present. The arrestees are continuously detained for three weeks with blindfolds in the Nasaka Headquarters without asking any question from them. It makes arrestees demoralization and become so weak, said a villager, who was arrested in the Headquarters.

“After three weeks, they are release from blindfolds and then the concerned authority asks them to pay Kyat 3- 6 million and even 10 million to be released. It is not a matter whether the arrestees are involved in the crimes or not. There is no proper interrogation. They want only money.”

“These kinds of extortion made people to the poverty line while they have no jobs, no business accompanied by movement restriction.”

To mediate between the arrestees and Nasaka Lt, Col Aung Gyi, the main collaborators are only allowed to meet the Nasaka Director and arrestees, other mediators are not allowed. The collaborators are informing against the local villagers, said a school teacher from the locality.

“In this way, the Nasaka Director extorts money from the local Rohingya villagers by implicating false and fabricated cases against the villagers through his collaborators. The Nasaka personnel accuse the villagers that they are involved in holding mobile sets, crossing Burma-Bangladesh border, involved in human trafficking, smuggling Yaba tablets, involved in money exchange, involve in illegal marriage, involving in love affairs with girls or women, etc.”

This is a systematic way to push Rohingya community into poverty. The Burma’s authorities has been using--- elimination, transformation, repression, expulsion and prevention of reproduction or extermination against the Rohingya community in Arakan State, Burma, said a politician  from Maungdaw Town who denied to be named.
